§ 30-221. Discharges exceeding standards.

  • (a)

    If any stormwater or other waters proposed to be discharged to the public drains or a natural outlet, which waters contain substances in excess of local, federal or state surface water quality standards, the director shall:

    (1)

    Reject the wastes;

    (2)

    Require treatment to an acceptable condition before discharge to the public drains or natural outlet.

    (b)

    If the director permits the treatment prior to discharge to the public drain or combined sewer, or natural outlet, the owner shall at the owner's own expense design, construct and maintain a system to reduce such substances to a concentration of no greater than federal and state water quality standards prior to connection to the public drain or combined sewer, or natural outlet.
